校史
創校源起:艱辛中的希望 (1918年)
本校的誕生源於地方教育的迫切需求。在創校之初,學區(含括新水、三省、太平、石埤、天盛等村)地處偏遠,交通不便。居民多以務農為生,生活困苦,對子女教育無暇顧及,多數孩童因而失學。若要就學,必須徒步五公里至好修國小,往返間飽受日曬雨淋之苦。有識之士有感於此,積極向當局爭取設校。
民國七年(1918年),在地方人士的奔走與士紳辜顯榮先生捐款五百元的義舉下,終於創設「溪湖公學校好修分校分離教室」。當時篳路藍縷,在荒煙蔓草中建造了兩間木造竹葺教室,招收五村學童成立一班,為偏郷教育點燃了第一盞明燈。
獨立發展與時代更迭 (1922年 - 1975年)
學校在初創後逐步發展,於民國十一年(1922年)改制為「好修公學校浸水分校」。至民國二十五年(1936年),正式獨立為「新水公學校」,由陳文達先生擔任首任校長,學生增至六班。
民國三十四年(1945年)台灣光復後,由陳新錠先生接任光復後首任校長。隨著國民教育推行,學校於民國五十七年(1968年)改制為「新水國民小學」。辦學規模持續擴大,在民國五十九年(1970年)達到31班的歷史巔峰。期間因學生人數達標,於民國五十七年成立天盛分校,該分校後於民國六十四年(1975年)獨立為天盛國民小學。

地理與人文:
本校所在的新水村,舊稱「浸水庄」,因地處東螺溪西岸且位於水尾末端,昔日逢雨必淹。光復後更名,如今在河川整治後,已蛻變為以水稻、花椰菜聞名的「蔬菜的故鄉」。

作為一所與社區緊密連結的農村小學,學校在歷屆家長會長與社區人士的協助下,成立了獨輪車隊、田徑隊、柔道社團及智能車社團,在各項競賽中表現優異,展現小校的活力與潛能。

學校不僅在體育藝文上多元發展,更以「閱讀教育」擦亮招牌,曾榮獲教育部「閱讀磐石學校」全國第一名殊榮,並陸續贏得「品德教育」與「服務學習」等大獎,奠定其全國知名典範學校的地位。學校更從昔日「浸水」的歷史記憶中汲取靈感,將環境挑戰轉化為教育養分,發展出連結在地水文與生命的校本課程—「川閱四水FLOW新水」,展現了深耕在地的辦學智慧與特色。
Founding Origins: Hope Amidst Hardship (1918)
The establishment of our school stemmed from an urgent need for local education. In its early days, the school district (comprising villages such as SHIN SHUI, Sansheng, Taiping, Shipi, and Tiansheng) was a remote area with inconvenient transportation. Most residents were farmers struggling to make a living, leaving them with little time or resources to consider their children's education, and many children were thus unable to attend school. For those who could, it meant a grueling five-kilometer walk to Haoxiu Elementary School, enduring the sun and rain on their daily journey.
Moved by this situation, local dignitaries actively advocated for the creation of a local school. In 1918, through the persistent efforts of the community and a generous donation of 500 yuan from the esteemed gentleman Mr. Gu Xianrong, the "Separate Classroom of the Haoxiu Branch of Xihu Public School" was founded. Through arduous efforts, two classrooms made of wood and bamboo thatch were built on overgrown, barren land. It started with a single class of students from five villages, lighting the first beacon for education in this rural area.
Independent Development and Changing Times (1922 - 1975)
After its humble beginnings, the school gradually developed. In 1922, it was restructured as the "Jinshui Branch of Haoxiu Public School." By 1936, it achieved full independence and was officially named "SHIN SHUI Public School," with Mr. Chen Wenda serving as its first principal and the student body growing to six classes.
After Taiwan's Retrocession in 1945, Mr. Chen Xindian became the first principal of the new era. In 1968, in line with the implementation of the national education system, the school was renamed "SHIN SHUI Elementary School." The school continued to grow, reaching its historical peak in 1970 with 31 classes. During this period of expansion, the Tiansheng Branch School was established in 1968 to accommodate the growing student population. This branch later became the independent Tiansheng Elementary School in 1975.

Geography and Culture:
The school is located in SHIN SHUI Village, formerly known as "Jinshui Zhuang" (Soaking Water Village). Due to its location on the west bank of the Dongluo River and at the end of a waterway, it frequently flooded during heavy rains. It was renamed after the Retrocession, and following river management projects, it has since transformed into the "Hometown of Vegetables," famous for its rice and cauliflower.

Diverse Development and Community Ties:
As a rural elementary school with strong ties to the community, SHIN SHUI has flourished with the support of its parent association and local residents. It has established diverse student clubs, including a Unicycle Team, a Track and Field Team, a Judo Club, and a Smart Car Club. These teams have excelled in various competitions, showcasing the vitality and potential of a small school.

Signature Programs and Outstanding Achievements:
Beyond sports and arts, the school has made a national name for itself through its "Reading Education" program, earning the prestigious "Reading Cornerstone School" award from the Ministry of Education, a first-place national honor. This was followed by major awards in "Moral Education" and "Service-Learning," solidifying its status as a renowned model school. Drawing inspiration from its historical battle with floods, the school transformed an environmental challenge into an educational asset. It developed a unique, school-based curriculum named "Flowing with SHIN SHUI: A River of Learning," which connects students with the local hydro-culture and history, demonstrating its profound educational wisdom and a distinctive character deeply rooted in the local context.
